[State] Introduction and Workshop

I'm a historian, based at WISER. and I work, mostly, on the politics of
information in 20th century South Africa, and globally, insofar as the
administrative systems developed here find their way around the world.
I've written about the ways that biometric registration has influenced the
development of the South African state over the long term, and I'm
currently working on a study of the global economics fostered by biometric
identification systems.

On this theme Jon Klaaren and I will be hosting a workshop on February 15 -
6 on global research on the Future of Legal Identification Sytems.  The
rapid development of very large scale identification schemes and increasing
general interest in identification initiatives on this continent and in
India especially  — whether aimed at domestic security, regulating
immigration, civil registration, elections, financial services or welfare —
provide compelling reasons for collaborative assessment and evaluation.
This two-day workshop will be an effective way to gather evidence and hear
analyses of these current practices and policies and their local and global
effects. Many of the leading researchers and advocates of specific kinds of
registration -- including Alan Gelb, Jaap van der Straaten, Jackie Bhabha,
Eddy Higgs, Ed Whitley, Simon Szreter -- will be presenting their work.
